Items were exactly as described, but one memory module was physically damaged. One SMD component was nearly torn off near the contact pins. It could not have been shipping damage, it could only have been damaged during disassembly or testing.
I fixed the issue myself and all the modules passed 7+ hours of Memtest86+.
