As an alternative the seller offered refund 1/2 the price if I didn't return the item. It was not my fault the item was defective, so I should not lose money on the process. Offering to refund 1/2 sounded like a scam to me.

Your new best friend (but be realistic on it's cutting capacity)
A good, sharp and strong set of small snips. Nice and compact but still tough. Actually not super tough, I managed to bend one of the blades on mine so they don't line up properly now, but it's my fault. I cut something too big for it, instead of walking back to the toolbox and getting the big snips. So they are small snips for small snipping, not for inch rebar. Use them within their intended capacity and they are a quality and faithful tool that will outlive its owner. Strong, precision German engineering.A good, sharp and strong set of small snips. Love these cutters
Knipex products always tend to be really good. These cutters are fantastic. Really flush cut. Nice and light and strong enough for everything I need them for. I tend to carry 4-5 different cutters with me and these are always first choice.
