Deceptive listing practices. The seller did not mention in the listing that critical functioning parts were missing. Seller told me I should have noticed.

The critical functioning part that was claimed to be missing was an internal part that only a professional mechanic could know by taking apart the steering wheel.
I offered a return and I apologized to the buyer. The buyer got $50.00 off the original price and he can purchase the spring (supposed missing part) on eBay for $15.00.
